How can this be?

How can this be? 

The Avenues Bistro on Third storyHow can the city and state allow a product to be sold and enjoyed for years before deciding it is "unsafe" because it hasn't been inspected, but there is no system to inspect it?

I recently went to a Historic Planning Commission meeting. The commission spent about two hours discussing a document that outlined best practices for building in a historic neighborhood. Then the commision seriously considered a proposal with a request to waive all building guidelines. 

We want small, local businesses to succeed. We want in-city neighborhoods to be invigorated. We want to preserve our history. Right? 

Do we live in crazytown?
